A total of 30 articles from reputable international journals (Q1–Q2) and national journals indexed in SINTA 1–2 were analyzed.</p> <p><strong>Result:</strong> The results indicate that transformational leadership plays a significant role in enhancing competence, independence, adaptability, and engagement by creating a supportive and empowering learning environment. Organizational culture also contributes by shaping values, norms, and practices that promote collaboration, innovation, and continuous learning. Furthermore, the findings reveal a strong synergy between transformational leadership and organizational culture, which together support sustainable capacity development in digital learning.
